The President submits a budget to Congress each year that proposes levels of spending for each government agency. The next budget submission has been delayed, but for the purposes of your question, that’s irrelevant. The budgets for intelligence agencies is classified and you will not find any public information about the NSA’s spending.
Side note: if you are accurately reflecting what your “reliable” source said, they do not seem very well informed at all.

I know what you’re saying - if there isn’t an A1, B1, and C1, then having the letter isn’t strictly necessary. But the letter is a convenience to get you in the right area to look for the number.
So if you were looking for gate 29, having it be a ten minute walk from gate 28 wouldn’t make a lot of sense. People will understand instinctively that A28 is over here, and B29 is way over there.
