This is a horrible invasion of privacy. If you feel strongly about it you must contact your reps in the PA house and senate. A bill had also been introduced in the PA senate (SB 815) to stop this practice. The Republican controlled PA Senate refused to bring it to the floor for a vote after it cleared the health and human services committee. Now it will have to be reintroduced and go through committee again. But since the Senate is still R controlled they probably won't bring it for a vote again.
