He didn't, the report itself was rated low confidence. His assessment is that it is the most likely scenario.

I don't feel that the FBI head now thinks it is the most likely scenario, it's a fact that he does based on countless pieces of information he has, that we don't get to see.
The narrative around this is quickly changing.
But believe whatever you want. The origins of COVID isn't settled yet so I'm open to seeing what else is uncovered. Maybe it was from animals.

It's gone from crazy conspiracy theory in 2020 to something the FBI, which stands for Federal Bureau of Investigations, now says is the most likely cause, and other health organizations like the WHO starting it's a definite possibility.
So yes, it is.

Not really. The idea that it leaked from a lab is quickly becoming the most likely scenario as admitted to by the head of the FBI just yesterday. China refuted this and said it was from a US lab.
