Charlie Baker is not Darth Vader.
The Beacon Hill House and Senate passed the bill, and the Governor signed it, transferring debt to the MBTA.
The Governor and Legislature were responsible then, and are responsible now for the financial well being of the MBTA.

Washington Metro had only the Safety Administration taken over. Operations otherwise remained in Metro control, but safety division directives could no longer be ignored or over-ridden.

Not the legislature's move.
A crisis of repairs needed for new rolling stock to be able to operate on the line, after an egregious fire.
That is safety compliance expenditure, even if inadequate, compared to decades of inadequate funding for capital maintenance.

Starbucks has yet to sign a contract with any unions nationwide in their continuing campaign to prevent any union effectiveness.

New York only in the last year settled a similar accessibility suit, and is three decades away from coming into substantial compliance, under the settlement funding process.

The Swiss citizens in a referendum mandated Swiss Federal government takeover of the rail system, and continuing capital maintenance and improvement, supporting expenditures on rail.
Not so much in the US.

No, it is a human created institution.
There is nothing natural about one acre lots in one town, and multifamily housing on the other side of a municipal boundary.
Thus mandated zoning merely extends the human made institution.

Wealthy communities will care about losing State funding / grants to improve roads in the amount of above a million dollars a year. Mass Works is one program.
And losing other grants, which could include grants for conservation lands, and in the fullnessvof time, eventually could include educational funding,

Not clear if it is zoned properly tor a dispensary. May have to go to town meeting to change the zoning to Commercial Industrial, where dispensaries are allowed.
Transfer of license is a shot in the dark, and at a new location, new owners, so a complete regulatory review is required.
