I think the reports in New York get 25% or so of the fine levied on offenders.

NYC has a law that diesel engines can't idle for more than three minutes. If you are caught idling for longer, it's a rather large fine. The problem is so widespread there that the path they took is that civilians who submit video clips (3+mins of idling with a shot of plates) get a cut of the fine. If Philadelphia were to do something like this with these grevious parking infractions I guarantee they would plummet.

I got a beer there once, took forever when there was about 8 people in the entire bar. When the beer came there was absolutely no carbonation.

The article mentions a few recent new stipends. Not sure about averages though.

Right, but Princeton endowment was 37 billion in 2021, so six years ago at 4% they were generating 1.5 billion in interest every year. They simply have an order of magnatude more money to fund what they please.

Every crosswalk at should be raised. It helps with accessibility issues and slows down speeding drivers. They are repaving many streets, it would be pretty easy to simple raise the crosswalks while they do it.
If the crosswalk isn't at a light or stop sign, they should narrow the lanes and have an "island" in the middle to slow cars and protect pedestrians. example of crossing island as well as site with many pictures

Yikes. I get that they don't have as big of an endowment as some of the universities listed in the article, but saying that PhD students get tuition remission is a little bonkers, since most are doing research for the university or even teaching courses.

? Most university libraries are open to the public to browse. To check books out you sometimes have to pay. If it is a major library (which is most university libraries) then it is a federal depository library which is required by law to be open to the public.
