What they're saying is "A good driver does this specifically."
Yes, some people are going to be slower to learn how to stay in the lines and such, but if someone can't do things like "Don't make sudden movements," or "Give warning before you change lanes," maybe they shouldn't be driving.

In Canada, it's super common to have the first part be French and the second part be English.
It's just a little funny that the official "translations" aren't translations at all, and are actually two completely different songs set to the same music.

They could copy Canada and have multiple songs with the same music.
