Build your own waterproof box. Paint ever surface with weatherproof paint, seal every joint with silicon, ensure there are weep holes at the bottom. Possibly full on vent holes to get ride of heat. Use non reflective glass/plastic.

I helped a friend redoing the fascia bricks on his fireplace. That's what I remember he had as the materials.

He had already put on the chalk lines, so it was just put glue on the brick, stick it to the cement board, check the spacing, hold for 30 seconds. Repeat around 100 more times.

Probably lots more times for 3 walls worth.

Check out the how to shows (like This Old House) they should have videos about how to actually do it. Look for ones that cover outdoor fascia.

Do you have a timer on the pump side or if the load comes live, its pumping its little heart out.

If the 2nd, then a 20w panel cant keep up. The controller is sensing low voltage in the battery and will not turn on the load. If you force the load on, the battery may not have enough juice to run the pump and just keep draining the battery.

If you add some sort timer that runs the pump for only 20-30 minutes in the morning. The solar panel has a chance to charge the battery the rest of the day.
