I have to ask, have you been to areas of the state (such as Newcaste Island) where the water pipes are above ground, on the surface, because it is too prohibitive for many of the reasons listed above to have them below ground, like you see them in other areas?

I second this. I have t mobile and live in Dover. No issues anywhere for me around the seacoast.

Former Minnesotan here; Think of what it is like in your part of WI during that time of year, tack on approximately 1-2 weeks of warm(er) weather, and you'll get the idea of what its like here at that point in time around the seacoast. The further north you'll go, the more snow/cold you'll have, just like at home.
