If it's magnetic, I think a smart cat will figure it out. A hook latch would be easy or even tying it to the doorhandle with a piece of string.
It depends on how much room you have for the lock and if you can close it with the lock in between.

I wouldn't use a hinge because it's difficult to attach. I would use something like this https://www.amazon.com/DGOL-Stainless-Screw-Ceiling-Hanger/dp/B0928FRZVJ
And pinch it closed around the side of the grate.

First, you will need to remove the wheels and see if they are bolts.
If they are bolts, measure their width to get their size and replace them with something like this. https://www.meubelpootjes.be/plastic-ronde-meubelpoot-6-cm-m8-k000381
If they are not bolts, see if you can replace them by removing the black inserts in the bottom beams.

An easy/reversable solution would be: If you don't need the wheels, you could put some larger risers in those holes.
More difficult: assuming both legs are hollow, you could cut them near the top. Then you could try to find a small rod that fits into them that you can secure with some bolts drilled through. But be careful because it can affect the stability of the table.

Are the existing pipes hard PVC or flexible ? Sounds like you should replace the pipes anyway so if you can pull a smaller, flexible pipe through, you could check the suction on that one.
If it's still not good, the problem will be with the vacuum itself. If it's good, one pipe done.
