It depends on the store... The Shoprite of Palisades Park NEVER goes above 30% for anything so no, they haven't changed.
I was actually at the Neptune one recently (Friday) and saw both 70% and 50% off items... I will say that they seem to have less items available but I didn't notice anything on the % off that felt different from normal.
