My first thought was "Fool in the Rain" by Led Zeppelin, which came out about the same time, but I guess they didn't really use a marching band-though it sounds like it.

Albany, Oregon used to have a similar bridge but it was made from wood. One of the spans would pivot 90 degrees so river boats could navigate by it.
