You are confounding the law with the desire of a private company.

If you have paid for goods or services, a private company cannot legally hold you. You have done nothing wrong.

You are not legally obliged to wait on Costco to check your cart or receipt. If you don’t like it, just say “no thanks” and walk out with your stuff. The most they can do is revoke your membership.
