The US federal government doesn't have various political options to block China's military-rising. If China obtains the newest semiconductor manufacturing technical assets, its military organization PLA will get more powerful weapons to conquer Taiwan and attacks the US. Thus, Americans did what they had to do. The US hasn't any other effective options right now.
