Yes, but it's not like you walk in and it's same day. You need a plane ticket booked and then call the passport agency in Boston. They'll book you an appointment within 48 hours of your flight--for me it was same day as my flight. You go there in the morning, give them your info and payment (few hundred), and then come back in the afternoon to pick up passport. The agency is in the MBTA headquarters building. Good luck!

Rhode Island recognizes common law marriage, which means in the eyes of the state and insurance you would be married. I was on my wife's insurance that way for years before we officially tied the knot.
