From a practical standpoint it could mean they are moving in tools and equipment they don't want anyone to see/steal.
For example, the one guy who shows up there once a month might need a screwdriver.

I’ve never understood why people move places with cars where you have to play the game of relying on sparse street parking. Why not just move somewhere where it’s included?
