Because won’t don’t constantly need new CPU’s.
Unless you’re in a line of work that benefits massively from every last drop of performance you can get, then pretty much any CPU released in the past few years will get the job done.
There’s no reason to keep upgrading when the performance gain is minimal, so people are saving their money and sticking with what they’ve got, especially considering the world is currently an economic shitshow.

Except you can download and use loads of software on a MacBook that isn’t owned by Apple, MacOS isn’t a closed system.
