This statement has no basis in fact. Some GFI outlets fail in a year, some are fine after 30.
This is a problem with the lights, not the outlet.

If you're within city limits, the city is the Authority Having Jurisdiction. If you're not within the city limits, the county is the Authority Having Jurisdiction.
If you live with a city that doesn't do zoning or permitting, they will direct you to the county.

Pvc contamination is really bad. That's why we make so much new plastic. It's cheaper than dealing with all the pvc contaminated hdpe, pp, etc.
