Speaking from experience, it’s MUCH easier to get hired by a contract company at Penn than to actually get hired by the university, although having a good track record as a contract employee can help you transition to a Penn job if you network. It’s kinda fucked but Penn is all about who you know. Not to mention, contract employees still have “Penn expectations” to keep up with, despite their often lower pay grade.
