Because it's not about its tactical effectiveness, but its strategic effectiveness. You kill those two in a place where they were supposed to be safe, at a time when there was no event near, and most of those other 12,998 are going to always feel in the back of their minds like they could be next, no matter where they are. It shows paranoia, and damages event morale.
But even more, I'm talking about the targeting of civilians for terror purposes. The effect of fear based on the killing of a few is amplified greatly because it's done in a place they're definitely supposed to be safe.

Yep, bingo on that. Birdshot is the current SOP for Russian forces, and see how well that's worked for them.
It is the most sobering realization to me that in all likelihood, if I were in a public place and an attack of this nature were to be enacted, my life would likely be forfeit. It's why I have to shamefully admit I don't go to many public places like shopping centers or malls.
A friend of mine builds FPV drones as a hobby, as well. If you've got them know-how, theyre incredibly cheap and easy to make. So you can't just flag drive purchases, but motors, wiring, 3d printer filaments, anything that can be used to make homebrew kamikaze drones.

So while this is possible, I'm not quite convinced. Having owned a few cheaper FPV drones, and having a friend who is pretty deep in the hobby, I can say that it's not easy, but it's not a skill any more difficult to learn then good marksmanship, and it's a very innocuous one to learn with purchases that won't raise any red flags. A years time (the time since these drones started being used in combat) is plenty of time to learn how to reliably ram an FPV drone in roughly the area you want.

The idea is too simple to pass up, and considering how often it's been showcased to be effective in Ukraine, it's a wonder terror cells haven't been using this method in developed countries.
There must be a reason it's not happening, something we're not privy to that is preventing it from being widespread.

It is a strange moment when they start doing something of their own volition that indicates higher intelligence. Recently, my GSD-Black Lab mix found a slice of pizza in our back yard, and brought it to our back door to wait for us.
I saw her sitting there with it in her mouth and said aloud "The fuck is that?" to my wife as I got up from the couch, and opened the door to get it from her. She trot past me before I could grab her by the collar to take it, went straight to the trash can in the kitchen, and dropped the slice right at the foot of it. I'd never seen anything like that from a dog, it was honestly kind of incredible. Never trained her to do anything like that, and she must've pieced together by her own reasoning and observation that "Old food goes in the all gone box."

Gonna hijack top post to go on a tangent with my (maybe?) Unpopular opinion.
This war has been documented like no other in history. It places us in the unique circumstance of being able to show the average person what war is really like, and why those who have seen it say it is hell. There is a video on the combat footage sub right now where you have a POV perspective as a man in the front lines moves to contact, tries to save the life of a comrade who was hit, gets shot himself, records himself saying goodbye on his phone for his family, and bleeds out to death.
This is the face of war that people need to see so they understand why it must be avoided. There is no glory, no heroic last stands or words, just doing what you were taught to do to try and avoid ending up bleeding to death in the mud. It's unrealistic and a macabre wish to have, but I wish that news networks were able to show videos like those in full exposure, and would also actually do it.
Feelings and sensibilities be damned, people need to know the reality to make an informed decision about going to war. But that's the kicker, isn't it? That's why they'll never get to see. If they really know, they'll never agree to letting their government do it.

Hell Half my company went on profile from ladders. They were in back at the motor pool, Christ knows how they got there. S1 still said afterward that they weren't supposed be there, but fuck, they're supposed to know that shit, aren't they? By the time First Sausage returned the basement after beating those PV2s that were on the grass, it was already too late. So many profiles, so much lost paperwork... All for nothin.
See that guy over there with the box on his head? That's /u/SpiritedSoul. He lost his Platoon Sarnt to a ladder, happened right in front of him. Now you tell me how a just and fair God would do something like that to someone like him?
