You can fish the harbor but I wouldn’t eat anything out of there. Maybe a smaller, legal rockfish since they are so migratory. Tons of fish to be caught though. Definitely go to Tochtermans and check out r/marylandfishing

Yeah, you gotta leave the inner harbor if you want anything good. The downtown area and inner harbor is a dump right now. Luckily, Federal Hill, Harbor East, Fells Point and Canton are close by and all on the waterfront promenade. The most useful way to get around will be the water taxi.

edit: love the downvotes, you all know it's true.

You wouldn't have the yard, but I'd recommend Canton if you can find a nice place with a large rooftop deck for grilling/entertaining. If you're renting anyway, you can always move in a year or two if it's not your speed, but I don't know what the hell I'd do if I moved to a new place where I didn't know anyone and then wound up in a Cockeysville apartment.

It's more complicated but I'm pretty sure they added like a $2 bus in Cecil County that takes you from the Perryville MARC stop to the last SEPTA stop in Newark. So you can stick on both regional lines and get to Philly (with a bit more work) for like $20. You could also bus the whole way to Philly.

Not a great walk. I would at the very least take Park all the way down to Lombard and then take Lombard across. You don't want to be behind Lexington Market. The safest route without too much extra would be Charles down to Pratt, and then Pratt over to the UM campus.

Of those options, I'd stick to Federal Hill/Otterbein if you'd prefer not to pay for private school. Federal Hill prep is one of the best elementary schools in the city. Some of the other good elementary schools are in Medfield, Canton, Mount Washington and Roland Park, but it seems like you're trying to stick around the train station corridors. There are always options like living in Mount Washington and taking the light rail to Penn Station for the train or living in Canton and driving to Halethorpe for the train if any priorities change.
