We had a very bad experience with La Petite in Midlo. Feel free to DM me as well. It was bad enough we removed our kid immediately and they let us out of the contract without fees.

We ended up having a couple of properties that we rent. What you describe feels immoral to me, but in landlord discussion groups, they seem to have this obsession with "market value", which is an unfair simplification of things (not to mention fully ignores the supplier's role in tacitly agreeing with other suppliers to inflate the value and then blame "the system" when questioned).
Unless you find someone decent and who willfully chooses to reject all that rhetoric (people on that side like to act like they have no choice over pricing, yet we have been charging well below market value in our rentals and haven't gone bankrupt or had any catastrophes happen in almost a decade), chances are it will be difficult to find a fair price. Because a ton of greedy people gravitate towards renting, since the are almost no protections to the renters.
Your best bet will be small landlords (who usually make a living other way and happen to have a side thing with rentals). Word of mouth is best, in my experience.

If the market crashes, most of us (probably you included) won't be able to afford a house, it will just be a bunch of wealthy people who survived the crisis and swooped down to buy the property for a profit, again.

when that old lawyer's office was finally demolished, my family and I were fantasizing about what would go there instead, and my dream scenario was 1. an ice cream place and 2. a ramen place.

We rented a really pretty $800 utilities included studio in Oregon Hill in 2016.
Now we own a similar place, which we rent out all included for $850. They are harder to find but they are still out there.

People in parts of the city live in 170 year old houses. We'll be fine.

no, it's a useless and completely unrelated observation. The likelihood that a dog will attack is by far a secondary concern. What matters is the outcome of those attacks, when they happen.
If I tell you that when sharks attack you are likely to die, and you reply YEAH BUT GOLDFISH ATTACK MORE OFTEN! then either you are being obtuse on purpose, or you just don't get it.

If a dog can be startled by a grandma, they are not safe to be outside. They need to be muzzled and leashed.

God, I wish you luck. This was so hard to read.
I can't get over the fact that they were expecting you to do a perfect job on your first day at JKogi, the owner could have sacrificed a couple of minutes to problem solve and maybe train, like managers are supposed to do! People can be ruthless.
